The General Assembly of the United Nations (UN) began this Thursday to discuss the long-awaited reform of the Security Council, having appointed two diplomats to lead the process of intergovernmental negotiations, according to official sources.
In a press release, the president of the UN General Assembly, Csaba Korosi, said that the Security Council, as the main promoter of international peace and security, is prevented from taking any significant action, particularly in the “war more dangerous than we have now”. today”, referring to the conflict in Ukraine.
“The world is looking to the United Nations for answers. The world is increasingly looking to the General Assembly to take the necessary steps. The credibility and relevance of the UN are at stake. The General Assembly is the body of the UN in charge of acting on the reform of the Security Council and this issue has been under discussion for 43 years,” recalled the Hungarian diplomat.
After underlining that the “world is changing” and that 73 leaders demanded an urgent reform of the Security Council during the 77th UN General Assembly that took place in September, Korosi announced today that the appointment of the permanent representatives of Kuwait, Tareq AlBanai , and from Slovakia, Michal Mlynar, as leaders of the intergovernmental negotiation process for this reform.
“The General Assembly began today to discuss the issue of the reform of the Security Council. (…) I have full confidence in ambassadors Mlynar and AlBanai and in their intention to understand the opinions of the Member States and carry out a negotiation affable”. respect,” he stated.
“All of the Member States that spoke this morning expressed their confidence and offered cooperation to the two co-chairs of this process. The ambassadors have just started their work. But in the future, I’m sure they’ll be available to talk to the press. “Csaba Korosi said.
Asked by the Russian news agency TASS on how he will get the five permanent members of the Security Council (P5) – China, France, Russia, the United Kingdom and the United States – to approve a reform of the Security Council, Korosi observed that these countries never they voted on a proposal on the subject.
“It is very important that we have a consultative process with the P5. But let me dispel the misconception that only the P5 makes negotiations difficult. The negotiations never produced a result that was considered by the P5. I think there is a big task ahead of us. the General Assembly now, and we will see how long it takes to reach an acceptable and viable compromise among the 193 member states,” the diplomat said.
“We never got to that point. In the meantime, of course, it will also be very important to get the P5 to function as a member of the 193. But that will be the second stage, when a united, consulted and consolidated position from the General Assembly will be brought to the Security Council for approval. ”, concluded the President of the UN General Assembly.
A reform and enlargement of the Security Council, many times considered obsolete, has been called for several years, always without success, due to lack of consensus.
Permanent members intend to join emerging countries such as India, South Africa and Brazil.
Over the years, the power of veto has been one of the most controversial topics and the subject of several requests for modification. This has been, in fact, the mechanism used by Russia to prevent the Security Council from acting against it in the face of the Ukrainian War.
Since 1946, the veto has been used almost 300 times, about half of them by the Soviet Union or Russia, which inherited their seat.
In general, almost all UN countries consider it necessary to reform the Security Council, but there is no agreement on how to do it, with different proposals on the table for years.
