Cars, factories and boilers: the government’s plan to accelerate the reduction of emissions by 2030

The Ecological Planning Secretariat proposes for the first time quantified objectives for the main sectors of the economy by 2030.

Transport, the change of boilers and the decarbonisation of factories are among the first points the government is targeting to accelerate the reduction of French greenhouse gas emissions, according to a project presented on Monday.

The action plan presented by Elisabeth Borne and produced by her green planning secretariat proposes for the first time quantified targets for the main sectors of the economy by 2030.

To meet the European objectives, France wants to reduce its emissions by 50% in 2030, compared to 1990, until reaching 270 million tons of CO2 equivalent per year (MtCO2e/year), compared to 408 million in 2022, which it implies taking them down to double today’s rate.

This plan, which still has to be discussed with the sectors and go through a climate-energy law in Parliament, is based in particular on the electrification of cars and carpooling, but also on an effort in logistics (electrification or change to hydrogen vehicles , transfer to fluvial and rail, etc. in a context of boom in home deliveries.

Transportation constitutes the first item of emissions in the territory (around a third of the total) and traffic is constantly increasing.

More oil and gas boilers

The project presented by Elisabeth Borne is also committed to the gradual disappearance of diesel boilers, in the tertiary and residential sectors, as already provided for by the law that prohibits new equipment… But also, novelty, it aims to eliminate new gas equipment boiler, according to methods not yet defined. Annual savings of 26 MtCO2e are expected.

In industry, the plan points to a gain of 24 MtCO2e in 2030 thanks to the decarbonisation of large sites, and -11 MtCO2e in the rest of the industrial fabric.

This panorama was established by the services of the prime minister, endowed since 2022 with a general secretariat for ecological planning, directed by Antoine Pellion and made up of about fifteen advisers.

To achieve the French goal of -50% emissions in 2030 compared to 1990, while France is only at -25%, an effort will be required from all: “no one will be able to hide”, says -on a Matignon.

But “we ask a little from the small and a lot from the big ones,” with around half of emissions reduction efforts being done by companies, a quarter by households and a quarter by communities, we added.

According to Matignon, half of the identified levers are already compromised (support for the purchase of electric cars, greening of the industry, renewable energy law, etc.).

For the rest, after the publication of this project on Monday, a series of thematic meetings between ministers and stakeholders (energy, agriculture, etc.) is scheduled to refine this plan at the end of June and the holding of a ” ecological planning council” around Emmanuel Macron.

Because the great question of financing will arise, either to encourage the purchase of electric vehicles or the replacement of boilers in homes.
